Roy Rivera Barcenas was born and raised in Tegucigalpa, Honduras. A first-generation immigrant, Roy moved to the United States at the age of 24 and eventually made his home in Lincoln, Nebraska. It was in Lincoln where he became deeply connected with the Hispanic/Latino community.

Through his work at El Centro de las Américas, Roy discovered his passion for public service, advocating for and helping connect Hispanic/Latino families with vital resources. This experience inspired him to further serve the community through volunteerism. Over the years, he has dedicated his time to several organizations, including serving as a board member for Bluestem Health.

In 2019, Roy began working with the City of Lincoln’s Parks and Recreation Department. He later transitioned to the Lincoln Police Department, where he currently serves as the Executive Assistant to the Chief of Police. In this role, he also serves as a liaison to the Hispanic/Latino community, helping strengthen communication and trust between the department and the community.

Outside of his professional work, Roy remains actively involved in the community. He serves as a board member for the Great Plains Trails Network and the Lincoln Parks Foundation, and he volunteers alongside his wife, Stephanie, serving meals at the Gathering Place.

On May 9, 2024, Roy proudly became a naturalized U.S. citizen, celebrating the milestone with family and friends.

In his free time, Roy enjoys gravel cycling, traveling, attending musicals and concerts, playing pickleball, and spending time with friends and family. He and his wife Stephanie also enjoy relaxing at home with their two dogs, Carmen and Coco, while appreciating nature and quiet moments together.
